1. The Southside Community Council, responding to opinions expressed by residents, is strongly against events involving vehicles being allowed on the grass in our parks. The Meadows has been severely damaged by such events, and the grass cannot recover from heavy vehicles and tracks in the grass. Events should move to locations with hard surface, or be much shorter than those that have increasingly been held on the Meadows.

 

Meadows festival. It is inappropriate to have many cars on the grass, although some are of the opinion that it may be justified for this non-commercial event lasting for only 2 days.

 

Underbelly: The Southside Community Council and other residents have long opposed commercial events involving heavy vehicles being allowed to park on the grass for long periods in our parks. This event is much longer than is suitable, and the Meadows is severely damaged every year. This event should move to a location with hard surface (or be much shortened, though this would be much less satisfactory). Promises that some money would be used to maintain the park have not evidently been honoured, and the neighbourhood gains nothing, and loses much from this event.

 

August funfair: Any event on the grass is for too long a time, even if the organisers would like longer. Damage is done and the grass takes a long time to recover. The noise from this event was terrible in the late afternoon, and may have been worse later on.

Invitations to meetings etc.

1. 16 November 2017: Notice of EACC Annual General Meeting on Saturday 25th November 2017 from 10 am until 12 noon at The Business Centre, City Chambers, EH1 1YJ. In addition, Paul Lawrence, Executive Director for Place will talk about the City Region Deal and the evolution of the Place Directorate since 2015.

At the EACC meeting on 12th October 2017 it was agreed that a letter be written to the Council Leader expressing concern over the apparent lack of community council input and involvement in the Locality Outcome Improvement Plans (LOIPs) and the Locality Report.

 

2. 29 November: Revised agenda for Civic Forum meeting on December 5th

December 1: Email from Ross.Murray@edinburgh.gov.uk informing us that Community Council must register "as a Data Controller" with the Information CommissionerÕs Office (ICO), and failure to register may lead to a fine. Instructions were attached note provides guidance on how to do this. The £35 registration fee is classed as an administrative requirement and can be paid from the annual administrative grant from CEC. No deadlines were specified.

 

3. Invitation to briefing by the Development Plan team, to learn about the plan and in particular the infrastructure measures in its Action Programme. This is one of four briefings, with a particular emphasis on the south east area of the city, including the city centreWednesday 29 November (next week), from 5pm – 6.30pm in City Chambers. If I donÕt hear by Friday, I can reply that nobody from the SCC wishes to attend. David Benyon will go to this.

 

4. 29 November: From Joseph Taylor admin@cockburnassociation.org.uk, Agenda for Edinburgh Civic Forum on Tue 5th December, 3.30 (4pm start) at the Business Centre in the City Chambers, with draft minutes of the Sept. meeting. To attend, reply to his email.

 

5. Announcement of Participatory Budgeting Champions Programme (forwarded to SCC members)

 

Letters sent, etc

A letter was sent supporting Margaret Graham in asking the Council to review the Nelson Hall lease and make it fairer, and asking how the "Scheme for Community Councils", section 11 (The City of Edinburgh Council shall determine any additional support services/resourcing, such as: photocopying and distribution of community council minutes and agendas; and free lets of halls for community council meetings, to suit local requirements) will be honoured. Steve Burgess replied on behalf of all the councilors that this will be looked into (November 24th).
