1. Welcome Chair welcomed all to the meeting of the Community Council.

3. Previous Minutes Adoption of the minutes of the meeting held on 8th December, 2020  
4. Matters Arising Holyrood Park Sign - Philip told about the placing of improved new signs during Christmas which remained till New year but later they had been removed and nothing was put up to replace them. He had written to the Council's Transport & Environment Committee but had had no response to date. Tommy Sheppard's office is in communication with Historic Environment Scotland about this.
Joan mentioned about closure of Holyrood Park roads. She had raised this with Nick Marshall, Chair of Northfield Willowbrae CC seeking his view as we had been advised Duddingston residents were against the road closures.
Tim had attempted to contact the Astley Ainslie Community Trust without success. If anybody has any contact details, please forward.

5. Councillor's report (Ian) 5.1 Spaces for People schemes has started cycle segregation in Potter Row, Buccleuch Street, Causewayside, Gilmerton Road and Craigmillar Park / Minto Street.
5.2 Cycling segregation schemes under design for implementation in the coming months: Mayfield Road and Liberton Road.
5.3 Schools schemes - to increase safety and physical distancing around schools has been done so far at Preston Street Primary school.
5.4 Questions were put whether the Spaces for People project could address problems at the Holyrood Park Road and its junction with Dalkeith Road - pavements too narrow, railings at the junction, lack of safe crossing phase at Salisbury Road. Ian would raise.
5.5 Questions - Philip raised the concern about graffiti on the private buildings. Council can encourage owners to remove but have no additional powers.

6. Treasurer’s Report (Svetlana) 6.1 She gave the financial report till 5th February 2021 and balance available in the SCC bank account £8,839.51 (with noticeboard payment still pending).
6.2 Grant funding money from Scotland Loves Local have been received for the amount of £4616.00 into our SCC bank account.
6.3 Svetlana announced she was having to step down as Treasurer as she had moved out of the Southside area. Tim expressed sincere thanks for all Svetlana's work and asked for a volunteer to stand as our Treasurer. Svetlana kindly offered to help with the handover.

7. Reports from Meetings attended 7.1 Bob attended an interesting event on 30 January considering the question, Whose Festival?, exploring the future planning and delivery of Edinburgh's festivals.
7.2 Joan had attended a FoMBL meeting at which the introduction of table tennis table(s) at east end of Meadows had been progressed.
 
8. Planning and Licensing Applications Philip has submitted an objection regarding the Filmhouse proposals at Festival Square and pointing out that our 'Odeon' would provide an excellent alternative venue.
Philip had heard back from Planning Enforcement about objections to Los Argentinos restaurant exterior. Clemency was being shown to such businesses for the duration of the covid pandemic.
 
9. Bernard Terrace Zebra Crossing Hilary McDowell (SA) and Joan have sent email to the Transport and Environment Committee, chasing progress.  
10. Lutton Place Trees Joan updated that the trees have been ordered and have now arrived. They will be placed before the end of March, 2021. Ross, the Project Manager of Edinburgh & Lothian Greenspace Trust, has sent the proposed plan for planting the trees.  
11. Any Other Business NPF4 consultation - David volunteered to submit a response on our behalf. Bob asked for inclusion of comment on the rationalisation of linkages between planning and transport policies.
Short Term Lets Regulation - concerns had been expressed that a Scottish Government meeting to discuss guidance did not include any community groups. Joan would email to express our concerns.
